Such a system was implemented in parts of Washington, DC, back in 2006. This is very nearly* numerically equal to the sound pressure level (SPL) in decibels when measures one foot from the noise source (viz. the inlet of a noisy fan). A struck handbell vibrates in an infinite number of ways ("modes") but only a few of these cause the surrounding air to vibrate strongly enough to be audible. Some sound level meters can measure the average sound level of a noise over a given time.

When a sound wave hits an object from an angle, it reflects back at the same angle in the opposite direction. During the design process, consider which rooms will be noisy (mechanical rooms, gymnasiums, cafeterias, music rooms, industrial design shops, etc.) and use buffer areas (hallways, storage rooms, and restrooms) to separate these spaces from critical listening areas (classrooms, libraries, special education areas, and offices).
