Shemaiah told Nehemiah that men were coming to kill Nehemiah. The resin then exuded from the tree like milk. Because of this, it would be very difficult to try and change them. Centurions show up rather frequently in the Gospels and in Acts (e.g. Jesus retorts that Moses allowed (never commanded) divorce because of rebellion (hardness of heart). Some NT writers also understood the OT allegorically. Men like these would rule the people well and fairly.
